The only person to have served as Ambassador or Acting Ambassador to both Israel and Iran, Gould has advised at the highest levels of British government, represented the UK’s Joint Intelligence Committee in Washington, and led the country’s cyber security strategy. As CEO of NHSX during COVID-19, he drove the digital transformation of England’s health system when the pressure to adapt became immediate. Biography

Ambassador Matthew Gould is a former British diplomat, technology leader and conservationist whose career has taken him from the world's most sensitive diplomatic postings to the frontline of digital transformation in public services.

He spent 25 years as a diplomat, serving in Tehran, Islamabad, Washington, Manila and Tel Aviv. He is the only person to have served as Ambassador or Acting Ambassador to both Israel and Iran, two of Britain's most complex bilateral relationships, and represented the UK's Joint Intelligence Committee in Washington. He served on the personal staff of two Prime Ministers (Tony Blair and Gordon Brown) and headed the offices of two Foreign Secretaries. During his time as Ambassador to Israel, he founded the UK-Israel Tech Hub, which has become a model for bilateral technology collaboration.

Returning to London, Matthew led the UK Government’s cyber security strategy, before becoming the UK Government's first Director General for Digital and Media Policy. He then served as CEO of NHSX, responsible for the digital transformation of health and social care in England, a role he held through the Covid-19 pandemic. Under his leadership, his team built the NHS Datastore for real-time pandemic data management and delivered the award-winning NHS Covid Pass, used by tens of millions of people across the UK.

From 2022 to 2025, Matthew served as CEO of the Zoological Society of London, the international conservation charity that runs London Zoo. There he led work on biodiversity, conservation science and the use of data and technology to protect endangered species.
