Vicente Fox's historic election victory in July of 2000 ended 71 years of single party rule and marked his Presidency as a symbol of Mexico's transition to democracy. When he ends his term in December, he will leave office with another historic credit - creating a $5 billion dollar budget surplus - Mexico's first in more than a decade.
